Yes. Along with the Chinese visa, foreign visitors need a Tibet Travel Permit arranged by a licensed agency, and travel must be with a guide and driver. Rules change often, so confirm before booking.
May to September is the main season, with April and October cooler but quieter. Winters are cold, though Lhasa gets plenty of sunshine.
Lhasa is at about 3,650 metres, so rest on the first day, drink water, avoid alcohol and ascend gradually. Consult a doctor before the trip, especially if you have a heart or lung condition.
